What each ingredient does

Raw potatoes
Supply the starch, which is released when the grated potato is washed and settles out of the water.
Cold water
Washes the starch out of the grated potato and lets it settle as a heavy layer.

The step that matters

Pour off the water only after the starch has settled. If the water is poured off too early, starch grains are lost with it. Waiting until they settle to the bottom keeps the starch, and repeating the wash removes remaining plant material and impurities.
