What each ingredient does

Flour
Thickens the milk mixture so the chowder becomes creamy and full-bodied as it heats.
Potatoes
Soften during cooking and add body and starch that help thicken the chowder.
Milk
Provides the creamy liquid base and richness of the chowder.
Corn
Adds sweetness and the main vegetable flavor and texture.
Celery, onions, and green bell peppers
Build the aromatic flavor base when softened in the pan.

The step that matters

Adding the flour mixture to the vegetables. Flour thickens only when heated while being dispersed in liquid. Adding it gradually and stirring constantly prevents lumps and lets the starch thicken the milk evenly as it comes to a boil.
