What each ingredient does

Blue jell-o gelatin
Provides the gelling agent that sets the dish firm enough to cut.
Boiling water
Melts the gelatin powder so it can distribute evenly and later set.
Cold milk
Serves as the liquid that the pudding mix thickens into a creamy layer.
Vanilla instant pudding mix
Thickens the milk quickly and adds a vanilla flavour to the layer.

The step that matters

Dissolve the gelatin completely. Gelatin must be fully melted in hot water before the other ingredients are added. Undissolved granules leave specks and weak spots, so the set will be uneven and may not hold cut shapes well.
