Directions

Prepare the casserole

  1. Set the potato slices on the bottom of a large flame-proof casserole or Dutch oven.

  2. Scatter the bell peppers, garlic, and jalapeño pepper on the potatoes.

  3. Sprinkle with salt.

  4. Place the fish on top and sprinkle it with paprika and salt.

  5. Add the tomatoes and cilantro or parsley.

  6. Pour the water around the edges of the casserole.

  7. Sprinkle the top with olive oil and generously with salt.

Cook and serve

  1. Set the pan over high heat, cover, and bring the mixture to a boil.

  2. Reduce the heat slightly and simmer for 25–30 minutes or until the vegetables are tender and the fish is cooked through.

  3. Check the pan after 20 minutes; if there seems to be too much liquid, uncover the pan for the remaining cooking time.

  4. Serve hot or warm with challah.

What each ingredient does

Baking potatoes
Form a starchy base layer that softens and thickens the cooking liquid as it simmers.
White fish fillets
Provide the delicate flaky protein that cooks gently in the steam and simmering liquid.
Tomatoes
Add moisture and acidity that combine with the cooking liquid to form a light sauce.
Olive oil
Adds fat that carries flavor and gives the sauce a richer mouthfeel.
Sweet paprika
Contributes color and a mild, sweet pepper aroma to the fish and sauce.
Red bell peppers
Release sweetness and moisture as they soften during the long, covered simmer.

The step that matters

Keep the heat at a gentle simmer after boiling. A hard boil breaks up delicate fish and can evaporate the liquid too fast, so the fish may turn tough or dry before the potatoes are tender. Reducing the heat keeps the fish moist while the potatoes finish cooking.

Swap the clove
