What each ingredient does

Granulated sugar
Dissolves in the water to create a sweet, thick liquid for sweetening and moistening other foods.
Water
Dissolves the sugar and carries it evenly through the syrup as it heats.

The step that matters

Stirring while the water comes to a boil. Sugar left undissolved on the bottom of the pan can burn or recrystallize later. Stirring until all the sugar has dissolved keeps the syrup smooth and clear.
