What each ingredient does

Milk
Adds moisture and softens the batter into a pourable mixture.
Flour (in the method)
Provides the structure that holds the puff together as it steams.
Raisins
Add sweetness and chewy texture throughout the puff.
Baking powder
Releases gas that makes the puff rise and turn light.
Eggs
Bind the batter and add structure and richness as they set.
Butter
Adds fat for tenderness and rich flavour.

The step that matters

Steam the mixture for the full hour. Steam sets the batter while the baking powder releases gas to lift it. If steaming is cut short, the rising is incomplete and the puff stays dense and gummy inside.
