What each ingredient does

Patna rice
Cooks down slowly into soft grains that thicken the liquid into a creamy porridge.
Butter
Adds richness and a silky mouthfeel to the finished rice milk.
Skim milk
Forms the creamy liquid base that gives the dish its milky body.
Honey or sugar (in the method)
Adds sweetness when the cook chooses to sweeten the dish.

The step that matters

Simmering the rice gently until very soft. Rice held at a low, gentle simmer with the lid on softens fully and releases starch slowly. A hard boil can scorch the bottom of the pot or leave grains firm, and the milk added later can scorch if the heat is too high.
