What each ingredient does

Green tomatoes
Provide the bulk of the relish and release moisture that the salt draws out.
Coarse sea salt
Draws water out of the vegetables, firming their texture and preserving them.
Sugar
Adds sweetness that balances the sharp vinegar and acts as a preservative.
Vinegar
Provides acidity that preserves the vegetables and gives the relish its tang.
Ground mustard
Adds pungent, sharp flavour that deepens the spiced character of the relish.
Horseradish
Contributes a sharp, pungent heat that carries through the cooked vegetables.

The step that matters

Drain the salted mixture well before cooking. Salt draws water out of the vegetables; leaving too much liquid dilutes the vinegar and syrup, weakening preservation and flavour in the packed jar.
