What each ingredient does

Raspberry juice
Provides the fruit flavour and acidity that the vinegar develops from.
Loaf sugar
Feeds the fermentation and adds sweetness to balance the sharp acidity.
Water
Dilutes the juice so the mixture ferments evenly and is easier to drink.

The step that matters

Skimming off the foam. Foam that forms on the surface during fermentation can carry spoilage microbes. Removing it before transferring the liquid helps keep the vinegar clean and free of off flavours.
