What each ingredient does

Mutton cutlets
Provide the main meat, which browns in butter and flavors the stew as it simmers.
Butter
Browns the cutlets and carries flavor, adding richness to the dish.
Flour
Sprinkled over the cutlets to thicken the cooking liquid into a sauce.
Onions
Soften during simmering and add sweetness and aroma to the stew.
Carrots
Become tender in the stew and add natural sweetness to the sauce.
Turnips
Become tender in the stew and add mild sweetness and body to the sauce.

The step that matters

Browning the cutlets. Cooking the cutlets in butter until light brown builds flavor through browning, which is lost if the meat is crowded or steamed instead of seared.
