What each ingredient does

Veal
Provides the main meat filling, which becomes tender as it bakes in moisture.
Dry bread crumbs
Form the layers that absorb the gravy and milk and crisp into a browned top.
Butter
Adds richness and helps the top and bread crumbs brown in the oven.
Gravy
Adds moisture and savoury flavour that soaks into the layers as they bake.
Warm milk
Adds moisture and softness, helping the bread crumbs soften and bind the layers.

The step that matters

Cover with a tin lid and bake for 30 minutes.. The covered lid traps steam so the meat cooks through and the layers stay moist; uncovering too early can dry the dish before the veal is done.
