What each ingredient does

Milk
Forms the liquid base of the sauce that coats the fish.
Flour
Thickens the milk into a smooth sauce as it cooks.
Eggs
Enrich the sauce and help it set as it cooks.
Butter
Adds fat and richness to the sauce.
Fish
Forms the main body of the dish, layered with the sauce.

The step that matters

Cook the sauce until thickened. Flour needs to be heated while stirring so it swells and thickens the milk. Stirring prevents lumps and scorching on the bottom of the pan.
