What each ingredient does

Salt pork
Renders fat that carries savory flavor through the soup.
Potatoes
Soften as they cook and give the soup body and substance.
Clams
Provide the main seafood flavor of the soup.
Flour
Thickens the milk and broth into a smoother, creamier liquid.
Milk
Adds creaminess and mild sweetness to the broth.

The step that matters

Thickening the flour mixture. Flour mixed with water first forms a smooth slurry; added dry, it clumps. Boiling after adding it lets the starch swell and thicken the soup evenly.
