What each ingredient does

Butter
Melts with flour to form a roux that thickens the liquid into a sauce.
Flour
Starch that thickens the broth when cooked in butter and liquid.
Cream
Adds richness and a smooth, silky texture to the finished sauce.
Knuckle of veal
Releases gelatin and savory flavor into the broth, giving body to the sauce.

The step that matters

Adding the broth to the roux. Pouring the liquid in gradually while stirring keeps the flour dispersed, which prevents lumps and gives a smooth, evenly thickened sauce.
