What each ingredient does

Powdered sugar
Dissolves into the syrup and recrystallises into the soft, creamy centres while adding sweetness.
Chocolate
Forms a thin, firm shell around the centres as it cools and adds its flavour.

The step that matters

Stir the cooling syrup briskly. Stirring while the boiled sugar syrup cools encourages many tiny sugar crystals to form. This gives a smooth, creamy centre rather than a grainy one.
