What each ingredient does

Salt mackerel
Is the main fish, whose long soaking removes much of the salt before cooking.
Salad oil
Coats the fish surface, carrying flavor and helping it brown and stay moist under the broiler.
Vinegar or lemon juice
Adds acidity that brightens the flavor and begins to tenderize the surface during marinating.
Butter
Adds richness and moisture to the finished fish as it melts over the hot surface.

The step that matters

Changing the soaking water and keeping it hot. Salt mackerel is very salty, and soaking draws salt out into the water. Fresh water at the right temperature helps salt move out more effectively, so the fish tastes less salty when cooked. Skipping water changes leaves the fish overly salty.
