What each ingredient does

Spanish mackerel
Forms the main body of the dish, cooked by frying to firm and flake.
Onions
Softened in butter to build a sweet, savory base for the sauce.
Fish velouté
Thickens the sauce and gives it a smooth, body-rich texture.
Heavy cream
Adds richness and a silky texture as the sauce reduces.
Sweet butter
Adds fat and a rounded, buttery finish to the sauce.
Artichoke bottoms
Add tender texture and a mild, earthy flavor to the topping.

The step that matters

Frying the floured mackerel in clarified butter. Flour coating browns and crisps the surface, while clarified butter, which has no milk solids, can heat hotter without burning. Cooking until just done keeps the fish moist.
