What each ingredient does

Lemons
Provide the juice and rind that give the shrub its bright, sharp citrus flavour and aroma.
White sugar
Sweetens the lemon juice and balances its acidity, forming a syrup.
French brandy
Acts as a preservative and carries the aroma of the lemon rind into the finished shrub.
