What each ingredient does

Strawberries
Supply the fruit flavor and the juice that becomes part of the syrup.
Sugar
Sweetens the syrup and draws juice out of the berries as they stand.

The step that matters

Letting the berries stand in the syrup. Sugar pulls moisture out of the fruit through osmosis, so the syrup needs time to become flavorful and well coloured. Lifting the berries too early leaves the syrup weak and the fruit less concentrated in flavor.
