What each ingredient does

Tea
Provides the flavour and colour of the drink through steeping in hot water.
Cracked ice
Chills the tea quickly and dilutes it slightly as it melts.

The step that matters

Pour boiling water over the tea and let it steep for 5 minutes. Water that is not hot enough or steeping that is too short gives weak, underextracted tea. Steeping too long can make it bitter, so timing matters for flavour.
