What each ingredient does

Barley meal
Forms the dough and gives the scones their hearty, earthy texture.
Milk
Adds moisture and richness, softening the dough and adding flavour.
Water
Hydrates the barley meal so it thickens into a workable dough.

The step that matters

Knead the dough minimally. Barley meal has little gluten, so overworking gives no extra structure and can make the scones tough. Light handling keeps them tender.
