What each ingredient does

Raw beef
Supplies the meat juices that are extracted into the liquid, giving it its flavor and body.

The step that matters

Soaking in cold water. Cold water draws juices and flavor out of the meat slowly and gently, while heat would toughen the proteins and cloud the liquid. Covering the container keeps the meat from drying out during the soak.
