  2. Place the bones, head, and fins in a saucepan with the water.

  3. Add salt, pepper, onion, and herbs; stew slowly for about 2 hours to make gravy.

  4. Chop the fish finely and mix it with bread crumbs and cold potatoes.

  5. Add parsley and seasoning; form the mixture into a cake.

  6. Coat the cake with additional bread crumbs.
