What each ingredient does

Neck mutton
Provides the meat and rich flavour that the stew is built around.
Potatoes
Thicken the stew as they break down and add starchy body to the liquid.
Flour
Dusting the meat helps lightly thicken the cooking liquid as it simmers.
Onion
Adds sweetness and aroma as it softens into the cooking liquid.

The step that matters

Simmering gently. A gentle simmer keeps the mutton tender and prevents the meat from toughening and the stock from turning cloudy. Rapid boiling makes muscle fibres tighten and firm up.
