What each ingredient does

Anchovies
Provide a salty, savoury flavour and are rolled up as a garnish.
Herring
Adds rich, oily fish flavour and a tender, flaky texture to the salad.
Cold boiled potatoes
Add bulk and a soft, starchy body that soaks up the dressing.
Hard-boiled eggs
Add creamy richness; the separated yolks and whites give contrast in colour and texture.
Oil
Carries fat-soluble flavours and gives the dressing a smooth, rich mouthfeel.
Tarragon vinegar
Adds acidity that brightens the dressing and balances the richness of the meats and fish.

The step that matters

Dressing emulsion. Beating the oil with the vinegar and mustard helps them emulsify, so the dressing coats the diced ingredients evenly rather than separating into greasy pools. Mustard acts as an emulsifier that holds oil and vinegar together.
