What each ingredient does

Cauliflower
Forms the main body of the dish and becomes tender when cooked in salted water.
Butter
Enriches the sauce and adds fat for flavour and browning on the surface.
Flour
Thickens the milk into a smooth white sauce when cooked briefly with the butter.
Milk
Forms the liquid base of the sauce, which thickens as it heats and boils.
Grated cheese
Melts into the sauce and browns on top, adding savoury flavour.

The step that matters

Gradually add milk, stirring constantly. Adding milk slowly while stirring keeps the flour evenly dispersed, so the sauce becomes smooth instead of lumpy as the starch thickens.
