What each ingredient does

Rice
Its starch absorbs water and swells, so the grains soften and become tender.
Milk
Its proteins and milk sugars add richness, a creamy texture, and mild sweetness as it is absorbed.

The step that matters

Adding the milk near the end without boiling. Milk proteins and sugars can scorch or stick to the bottom of the pot at high heat. Adding it when the rice is nearly done and keeping the heat gentle lets it blend in and cook evenly.
