What each ingredient does

Mutton
Provides the main meat and rich savoury flavour as it cooks into the broth.
Potatoes
Soften during gentle cooking, thickening the stew and adding body and starch.
Onions
Break down slowly into sweetness, adding depth to the broth.
Stock or water
Provides the cooking liquid that moistens the layers and forms the broth.

The step that matters

Cook gently for about 1.5 hours. Gentle heat lets the potatoes and onions become tender without breaking apart or scorching on the bottom of the pan. A close-fitting lid keeps steam in, so the layers cook evenly in the liquid.
