Ranks compare each pair with 20,000 random ingredient pairs on CompKitchen. How we score pairs

What each ingredient does

All-purpose flour
Forms the structure of the paste that encloses the filling.
Beef suet
Adds fat that keeps the crust rich and tender as it cooks.
Tender steak
Provides the meat filling that cooks slowly in the steamed crust.

The step that matters

Sealing the pudding. A tight seal keeps water out of the filling during the long boil and keeps the steam inside, so the crust cooks through and the meat stays moist rather than waterlogged.
