What each ingredient does

Sugar
Provides sweetness and, at higher concentration, a thicker, jelly-like texture as the syrup cools.
Water
Dissolves the sugar to form a liquid syrup.

The step that matters

Dissolve the sugar fully before boiling. Undissolved sugar crystals can seed recrystallization, leaving the syrup grainy. Dissolving over low heat first gives a smooth, clear syrup before it is boiled and concentrated.
