What each ingredient does

Loose tea
Provides the main flavour and aroma as its compounds dissolve into the hot water.
Bicarbonate of soda
Optional; raises the water's alkalinity, which can soften hard water's effect on the brew.

The step that matters

Boil the water quickly and use it immediately. Water that has boiled for a long time or been left standing loses dissolved oxygen and can taste flat. Freshly boiled water extracts the tea's flavour more cleanly.
