What each ingredient does

Maize meal
Its starch thickens the liquid as it heats, giving the crowdie its body.
Milk or water
Provides the liquid that the maize starch swells in and sets into a thick mass.

The step that matters

Adding the meal to the liquid gradually. Maize meal clumps when dropped into liquid all at once, because the outside of each particle hydrates before the inside. Mixing it in gradually, or stirring it into part of the liquid first, keeps the meal dispersed so it thickens smoothly.
