What each ingredient does

Mushrooms
Form the main body of the topping and release moisture and savory flavor as they cook.
Butter
Carries the cooking of the mushrooms and adds richness to the sauce and bread.
Flour
Thickens the cooking liquid into a sauce once browned and combined with the broth.
Gravy or beef broth
Supplies the liquid that becomes the sauce and adds savory, meaty flavor.
Bread
Provides a crisp, golden base that holds the mushroom topping.

The step that matters

Gradually pour in the gravy or broth, stirring gently.. Adding liquid slowly while stirring lets the flour disperse evenly, so the sauce thickens smoothly without lumps.
