What each ingredient does

Cold beefsteak
Provides the meat filling, which becomes tender as it bakes in the liquid.
Raw potatoes
Form the bulk of the filling and soften as they cook, absorbing savoury juices.
Butter
Adds richness and flavour to the liquid and browns the crust top.
