What each ingredient does

Sweet almonds
Provide the bulk and nutty flavour of the icing once pounded into a paste.
Powdered sugar
Adds sweetness and firms the paste into a spreadable icing.
Rose water
Moistens the almonds so they form a smooth paste and adds a floral aroma.

The step that matters

Gradually mixing in the powdered sugar. Adding the sugar in portions lets it blend evenly into the almond paste. Dumping it in at once can leave lumps and an uneven texture, and the icing can become too stiff to spread smoothly.
