What each ingredient does

Egg whites
Whipped to foam, they give the dessert its light, airy structure.
Gelatin
Sets the mixture as it cools, so it holds its shape when chilled.
Whipped cream
Adds richness and a soft, creamy texture while keeping the mousse light.
Sweet milk
Dissolves the gelatin and adds moisture and body to the mixture.

The step that matters

Whip the gelatin mixture into the egg whites. The gelatin must be warm but cooled slightly, so it stays liquid enough to blend smoothly. If it is too hot it can deflate the whipped whites, and if it has set it will form lumps instead of a uniform airy mixture.
