What each ingredient does

All-purpose flour
Forms the dough that encloses the filling and holds its shape while steaming.
Suet
Adds fat that keeps the pastry rich and tender during long steaming.
Beefsteak
Provides the meat that becomes tender and flavourful in the steamed pudding.

The step that matters

Secure the edges. If the edges are not sealed tightly, steam escapes and water can enter the pudding, leaving the pastry soggy and the filling watery over the long steaming time.
