What each ingredient does

Corn
Supplies the kernels that swell and soften into tender hominy during long cooking.
Baking soda
Makes the cooking water alkaline, which helps loosen the kernels' tough outer hulls.

The step that matters

Change the water. Changing to clear water removes the alkaline cooking liquid and loosened hulls. Leftover alkali would leave the hominy bitter and soapy, so the fresh water must be clear before the long final cook.
