What each ingredient does

Rolled oats
Starch that swells in boiling water, thickening the liquid into a creamy porridge.
Water
Hydrates the oats so they soften and cook through.

The step that matters

Stirring during the simmer. Oats settle and can scorch on the bottom of the pot, and stirring keeps them suspended so the texture stays even and creamy.
