What each ingredient does

Flour
Thickens the pan liquid into a smooth, lightly gravy-like sauce as it heats.

The step that matters

Stirring the paste in as the liquid boils. Flour clumps if added to hot liquid without being smoothed into a paste first. Mixing it with water beforehand lets the starch disperse evenly so it thickens smoothly.
