What each ingredient does

Rice
Provides the starch that swells and softens into the dish's tender body.
Boiling water
Hydrates the rice grains so they swell and cook through.

The step that matters

Let it cook until perfectly tender. Rice grains need enough time in hot water for starch to gelatinize fully. Stopping early leaves the centre firm and chalky, while the grains are then hard to judge by appearance alone, so test by tasting.
