What each ingredient does

Small cucumbers
Form the main crisp, bulk body of the pickle mix.
White cabbage
Adds bulk and a crisp texture that holds up to brining and boiling.
Onions
Contribute sweetness and aroma that mellow during the long pickling process.
Black mustard seed
Provides a sharp, pungent flavour that develops in the vinegar.
White mustard seed
Adds mild pungency and a pleasant bite to the pickle.
Green tomatoes
Add acidity and body that soften slightly in the brine and vinegar.

The step that matters

Soaking in strong brine for 24 hours. Salt draws water out of the vegetables by osmosis, firming them and removing excess liquid. Too weak a brine or too short a soak leaves the mix soggy, and draining afterwards is needed so the vinegar is not diluted.
