What each ingredient does

Rice
Provides the starch that cooks into the grains and forms the main body of the dish.
Water
Hydrates the rice starch so the grains soften and swell as they cook.

The step that matters

Pouring off the water before steaming. Leaving too much water makes the rice soggy, while too little leaves it dry or scorched. Keeping a small amount lets the grains finish cooking gently in steam.
