What each ingredient does

Farina
Wheat starch and fine particles thicken the water into a smooth gruel as it cooks.
Cold water
Mixing the farina with cold water first keeps it from clumping when added to the hot water.

The step that matters

Stir the farina mixture into the boiling water continuously. Farina clumps when it hits hot liquid unevenly. Constant stirring spreads the particles so they hydrate evenly, giving a smooth gruel rather than lumps.
