What each ingredient does

Oatmeal
Supplies the starch that swells and thickens the water into a soft, mushy texture.
Water
Hydrates the oats and carries heat so they soften evenly during simmering.

The step that matters

Simmering for 1 hour on reduced heat. Oat starch thickens and can settle and scorch on the bottom of the pot during a long simmer. Keeping the heat low and stirring now and then helps the mush cook evenly.
