What each ingredient does

Celery
Provides the main vegetable body and mild flavor of the dish.
Butter
Adds richness and a smooth, silky mouthfeel to the sauce.
All-purpose flour
Thickens the milk into a creamy sauce as it cooks with the butter.
Milk
Forms the creamy base of the sauce and gives it body.

The step that matters

Mixing the butter and flour into the boiling milk. Adding the flour mixture to hot liquid without first blending it smooth can leave lumps. Working it smooth before adding helps the flour disperse evenly so the sauce thickens uniformly.
