What each ingredient does

Parsnips
Provide the main body and sweet, earthy flavour of the soup.
Butter or good fat
Carries flavour from the frying vegetables and adds richness to the soup.
Milk
Adds creaminess and softens the soup's texture.
Flour
Thickens the soup slightly when stirred in and cooked.
Lemon juice or vinegar
Adds acidity that brightens the flavour and balances the sweetness.

The step that matters

Fry the vegetables without browning. Gentle frying softens the vegetables and builds a mild flavour base; browning would add bitter, toasted notes that clash with the delicate parsnip flavour.
