What each ingredient does

Ground rice
Its starch thickens the milk as it boils, giving the pudding body.
Milk
Forms the liquid base that the rice thickens into a set custard.

The step that matters

Boil the mixture, stirring well, until it thickens. Ground rice starch only thickens fully when boiled, and stirring keeps it from scorching on the bottom of the pot and forming lumps.
