What each ingredient does

Celery
Forms the main body of the garnish and becomes tender and mild during long, gentle cooking.
Bacon
Lines the pan and adds savoury fat and flavour that moistens the celery as it cooks.

The step that matters

Simmer gently under a covered paper. Boiling briskly before simmering can toughen and break the celery. A gentle simmer with heat from above and below cooks it evenly while keeping it intact and tender.
