What each ingredient does

Bottom round roast
Forms the main body of the dish, becoming tender through long, slow simmering.
Vinegar
Adds acidity that helps tenderize the meat and brightens the gravy.
Ginger snaps
Their starch thickens the gravy as they break down, giving it body.

The step that matters

Boil slowly for 1 hour after adding the vinegar. A gentle simmer lets the connective tissue in the round roast break down slowly. Boiling hard can toughen the meat and reduce the gravy too quickly.
